It argues that the UN SDG framework is coming to an end, and global cooperation is becoming fragmented due to geopolitical conflicts, great power tensions, fiscal stress, and security‑first priorities.Multilateralism evolves from doctrinal multilateralism to functional multilateralism, with governance shifting from centralized to networked, and participants expanding from states only to states, markets, and science. COVID‑19, geopolitical fragmentation, wars, and industrial policy shocks have made national security outweigh global coordination, weakening UN consensus and boosting regional and thematic blocs. Regional cooperation is exemplified by AfCFTA, EU Global Gateway, Green BRI, and Indo‑Pacific climate security corridors. Cross‑border climate‑resilient infrastructure, energy transition, food and water security, digital and AI governance, blended finance, and risk sharing.

主讲人介绍

Professor D'Maris Coffman serves as Vice Dean (Innovation & Enterprise) at The Bartlett, Faculty of the Built Environment, University College London (UCL). She is also a Professor of Economics and Finance, a Distinguished Visiting Professor of Earth System Science at UCL, a Foreign Member of the Academia de Lincei, a Fellow of the Academy of Social Sciences, and an inaugural Fellow of the Chinese Economic Association.Her research bridges infrastructure economics, climate policy, and economic geography. She has advised the World Bank and G20 on financing climate-compatible infrastructure and published widely on climate policy. Her current work explores models for post-SDG multilateralism in an era of shifting global cooperation.
